The son of 95-year-old Greta Zoob is campaigning to close a legal loophole that allowed the lorry driver who killed her to avoid punishment. Ms Zoob was struck by a reversing tipper lorry in May 2023 as she set off on her daily walk from her home in Greenwich Millennium Village, south-east London, and was dragged 45 metres before being taken to hospital, where she died a week later. The case matters because it exposes a gap in road traffic law that could leave other victims on private estates without legal recourse, despite thousands of residents living and moving through such areas.

The driver was charged with causing death by careless driving, but his lawyers successfully argued the offence did not apply because the estate, though home to around 2,800 flats and controlled by a concierge-operated barrier, was not legally a "public" place. A judge dismissed the charge in 2024, and the High Court later refused the Crown Prosecution Service permission to appeal, with Mr Justice Murray criticising the CPS for wrongly assuming that proving public access, rather than public use, was sufficient. Ms Zoob's son, Jonathan, 67, said the family was not driven by a desire for revenge but wanted a change in the law to send a message that unsafe driving carries consequences regardless of location; the CPS called the outcome "not what we had hoped for."
