A mother and her boyfriend have been charged with murder in Rochester, New York, after police found the woman's developmentally disabled adult son dead and severely malnourished, in a case investigators say was driven by the theft of his disability benefits. Andrea Livers, 58, and her boyfriend Lancysa Harris were arrested in February after Timothy Green, 33, was discovered dead in their Monroe County apartment, having reportedly been held in restraints for months while his family struggled to make contact with him.

Green, who had developmental disabilities, weighed just 88 pounds when he died, down from a normal weight of around 130 pounds, and was found naked with bruising covering his body, including his wrists and ankles. Police say Livers, who had regained contact with her son in 2023 after previously losing custody of him, became the "designated payee" for his Social Security and SNAP benefits, which the couple allegedly used for themselves while denying him food and medical care; surveillance footage reportedly showed no one but the couple entering or leaving the flat in the 45 days before his death. Livers and Harris face charges of second-degree murder, kidnapping and endangering the welfare of a disabled person.
