Mother blames child services after baby dies in convicted abuser’s care
A four-month-old girl named Neveah died following fatal head injuries whilst in the care of her mother's boyfriend, Bobby Randall Conner, who had prior convictions for child abuse. The case has drawn significant attention because her mother, Jessica Petty, publicly blamed the Department of Children's Services for allowing her to leave her daughter with Conner, deflecting responsibility for a decision that proved fatal.
Conner, who was convicted of child abuse in 2020 and child neglect in August 2026, is now charged with Neveah's murder and held on a $500,000 bond. Whilst Petty claimed she was "okayed by DCS" to leave the infant with him, the law allowed this arrangement because DCS could only have intervened if Conner had been convicted of sexual abuse specifically. The biological father, Eddie Wagner, had previously pleaded with Petty not to leave their daughter with Conner, but she disregarded his concerns.
