OpenAI will provide Ukraine’s government with free access to its Daybreak AI cyber-defence system to help protect civilian infrastructure, including hospitals and power plants, from cyber-attacks. The move is intended to strengthen Ukraine’s defences amid sustained Russian cyber operations, although experts note that advanced AI can also help attackers identify weaknesses and plan intrusions.

Ukraine recorded nearly 6,000 cyber-attacks in 2025, according to CERT-UA. Daybreak can rapidly detect vulnerabilities and help develop fixes, while Ukraine will also receive access to OpenAI’s advanced GPT 5.6 Sol model. Experts welcomed the support but said Ukraine already receives AI tools from rival firms, and warned that the growing use of AI in the Russia-Ukraine war raises wider concerns about drone development, attempted infiltrations and the need for stronger regulation.
