An independent review found security shortcomings at Utah Valley University before conservative activist Charlie Kirk was shot dead at a campus event on 10 September 2025. The university did not complete a written security assessment or event action plan, while key decisions were left to Kirk’s organisation, Turning Point USA; officials also failed to fully assess risks after the group insisted on an outdoor courtyard surrounded by tall buildings.

The review said no documented line-of-sight assessment was made and that university police and Kirk’s private security team did not hold a planned meeting, joint briefing or site walk-through. Kirk, aged 31, was addressing about 3,000 people when he was shot in the neck from a nearby rooftop; his family has filed a wrongful-death notice, while the alleged gunman, Tyler Robinson, has pleaded not guilty and prosecutors are seeking the death penalty. Reviewers found no evidence that university staff acted in bad faith, but recommended improvements to security planning and co-ordination.
