Developed by Screen Burn (formerly NoCode, the studio behind Observation, with staff who worked on Alien: Isolation), the game marks a notable departure for the franchise and draws clear inspiration from stealth-survival horror rather than traditional Silent Hill combat.
The game is set in the 1990s in the fictional Scottish coastal town of St. Amelia, where players control Simon Ordell, an American who washes ashore searching for a nurse named Zoe Ellis amid a mysterious outbreak that has mutated the town's inhabitants. A key gameplay device is the CRTV radio, which guides players via fragmented video clips rather than conventional objective markers or a minimap, and is also central to the game's puzzle-solving, encouraging closer attention to the environment. Director Jon McKellan said Simon's outsider status is a deliberate storytelling choice to help players connect with a protagonist who is himself in the dark about the town's secrets.
