Texas Governor Greg Abbott has signed an executive order aimed at cracking down on "birth tourism", the practice of pregnant women travelling to the United States specifically to give birth so their children gain automatic US citizenship. Abbott framed the move as a statement that American citizenship "is not for sale", tightening restrictions in a state that has become a focal point for concerns over the industry facilitating such trips.

The order follows pressure from state lawmakers, including Republican Representative Brian Harrison, who has called for an immediate special session to make birth tourism a state-level felony and for state agencies to stop issuing birth certificates to non-citizens. Texas Attorney General Ken Paxton has already begun targeting companies that arrange these visits, including so-called "birth packages" reportedly advertised to foreign nationals for as little as $4,000.
