President Donald Trump is using the stalled SAVE America Act as a bargaining chip on Capitol Hill, linking the elections bill to unrelated Republican priorities as the party rushes to exploit its congressional majorities before the midterm elections. On Tuesday he tied the measure to a proposed "Reconciliation 3.0" package seeking $350 billion in new defence spending, writing on Truth Social that the two could be "passed, very quickly". The standoff matters because it draws in defence spending, housing legislation, Senate primary politics and the filibuster, all against a narrowing window for Republican control.

The SAVE America Act contains Trump's long-sought voter ID and citizenship verification provisions, which have struggled to advance in the Senate. In late June, Trump abruptly cancelled the signing of the bipartisan 21st Century ROAD Act of Housing—which would have boosted housing supply and barred large institutional investors from buying single-family homes—while issuing an ultimatum over the SAVE Act. The move surprised both parties, with Republican Senator Susan Collins saying it "made no sense" and Democratic Senator Elizabeth Warren noting he refused to sign at the "11th hour". The White House says the bill remains a top presidential priority.
