The Welsh Rugby Union has defended its plan to reduce Wales’ professional rugby teams from four to three by 2028, saying the sport cannot generate enough revenue or sustain enough players for four competitive sides. The decision has intensified pressure on the WRU board, including calls for it to resign, and leaves Scarlets and Ospreys competing for a single western licence.

The WRU said Cardiff, which it owns, and privately backed Dragons are expected to receive licences, with a process for the remaining place due to begin in December and conclude before the end of the 2026-27 season. Ospreys argue that four teams remain viable, while Scarlets have rejected suggestions of a merger and called for more transparency; the WRU also condemned personal insults and attacks directed at its board.
