The platform, developed by former congressional aide David Tennent and called 'The Scoop,' was launched in late July by Capitol CNCT, an organisation supporting Hill employees. The tool addresses a long-standing dynamic where staffers have historically turned to confidential discussions or unverified social media posts to discuss problematic office environments.

The system requires verification of staffer identity whilst keeping individual reviews anonymous, creating a centralised database of feedback about legislative offices and the members who lead them. This mechanism aims to provide verified insight into workplace culture on Capitol Hill, potentially offering prospective staffers and current employees greater transparency when evaluating employment opportunities within congressional offices.
