American CEO Lee Reiber has been arrested and charged with conspiracy to commit wire fraud for allegedly concealing Russian ownership and development of software used by the US Secret Service. Russian national Oleg Davydov has also been arrested at London's Heathrow Airport. The case is significant because the forensic software, designed to recover and analyse digital data, was deployed at the Secret Service's National Computer Forensics Institute, which trains law enforcement on combating cybercrime, meaning sensitive government systems were potentially compromised.

Oxygen Forensics Inc, based in Alexandria, Virginia, signed a five-year contract with the US Secret Service in September 2024 after Reiber certified the company had no Russian ownership. Prosecutors allege the firm was actually owned by five Russian nationals and that the software, developed by Davydov in Russia in 2000, was managed by a Russian team. The scheme apparently involved removing Russian owners' names from corporate filings when Reiber became CEO in March 2022. Reiber allegedly told government officials in March 2026 that Russians were not involved in the software's development, which prosecutors claim was false.
