Rayner suggests Labour may soften proposed migrant residency changes

Daily Mail ·

Angela Rayner has indicated that the Government’s proposed changes to permanent residency for migrants may be softened after opposition from Labour MPs, including her own criticism of the plans as “un-British” and a breach of trust. She said Home Secretary Shabana Mahmood would produce a fair system that recognises migrants’ contributions to public services while addressing taxpayers’ concerns.

The proposals included extending the wait for indefinite leave to remain from five years to as long as 15. A Government consultation received more than 200 contributions, and Mahmood is expected to set out revised plans after considering them. Rayner praised Mahmood’s work on reducing legal and illegal immigration; Andy Burnham backed the principle that permanent residency should be earned, while Conservative Chris Philp accused Rayner of dictating migration policy.

In short

  • Rayner expects a fairer version of Labour’s settlement reforms.
  • Proposals could extend the wait for permanent residency to 15 years.
  • Mahmood is considering more than 200 consultation contributions.

Steelman: both sides, in good faith

The strongest fair case each way — we don't pick a winner.

The case for

Supporters of a longer route to permanent residency argue that settlement should reflect sustained contribution and adherence to the rules, and that the current five-year wait may not adequately address taxpayers’ concerns. They see reform as part of managing migration fairly and maintaining public confidence, while allowing the Government to recognise migrants who support public services.

The case against

Critics argue that extending the wait to as long as 15 years would undermine trust in the rules people relied on when they came to the UK and unfairly delay security for those already contributing to society. They see a prolonged route as damaging to integration and public services that depend on migrant workers, and favour a fair system that recognises contribution without imposing such a lengthy wait.
