Bright Horizons may have breached Ofsted reporting rules over abuse concerns at Finchley nursery

Daily Mail ·

Bright Horizons may have broken reporting rules by not notifying Ofsted about concerns raised by a parent regarding Vincent Chan at its Finchley nursery in 2021. Chan was investigated internally and allowed to return to work; he was later jailed for 18 years after admitting sexually assaulting and filming young girls in his care.

Department for Education rules require registered childcare providers to report allegations of serious harm or abuse to Ofsted within 14 days, and failure to do so is an offence. The nursery first referred the concerns to Camden Council, which returned them for Bright Horizons to handle. The company, which operates more than 300 UK nurseries, declined to comment while an independent safeguarding review is under way; the Finchley branch has closed.
