This matters because the UK is seeking closer engagement with the EU without rejoining core institutions like the single market or customs union.

However, negotiations face significant obstacles, with Brussels insisting the UK must accept EU rules, contribute financially to border friction reduction, and agree to a youth free movement scheme with discounted student tuition fees in England. The Government has maintained firm "red lines" against rejoining the single market or customs union, despite pressure from unions and Labour MPs. The talks also cover bilateral issues including the Good Friday Agreement (approaching its 30th anniversary in 2027) and planned reforms to the Troubles legacy bill, which the Government expects to publish next month.
