The filing, lodged on 9 September, alleges the university did not carry out a proper security assessment, failed to deploy enough police officers, had no ambulance on site, and ignored warnings about securing rooftops overlooking the courtyard where Kirk, 31, was speaking to thousands of people. Lawyers argue the risk of a rooftop shooter should have been obvious given the earlier attempt on Donald Trump's life by a rooftop gunman. Tyler Robinson, 23, is accused of shooting Kirk and denies aggravated murder and six other charges, with prosecutors seeking the death penalty; he is due back in court next month to set a trial date.
