Oracle is developing a nearly 1-gigawatt datacenter campus in Wisconsin alongside Vantage and OpenAI, with local utility We Energies as the supporting partner. Wisconsin's Public Service Commission issued a decision in April requiring Oracle to post substantial financial guarantees aimed at preventing transmission cost burdens from being shifted to existing utility customers. Oracle has sought to overturn the decision, arguing it creates prohibitive costs.

The regulation could force Oracle to deposit more than $7 billion as security—primarily through a letter of credit—at an estimated annual financing expense exceeding $100 million. The PSC declined to revisit the decision, maintaining that the safeguards are essential for consumer protection and transparency regarding datacenter power demands. Oracle's situation has been complicated by a recent credit rating downgrade, with agencies citing the company's significant financial exposure to OpenAI as a material risk factor.
