Department of Homeland Security Secretary Markwayne Mullin has criticised progressive House Democrat Delia Ramirez's proposed legislation, the Reimagining Safety Act, which would dismantle DHS and abolish Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP). Mullin and his department argue that such proposals would be harmful, citing statistics regarding increased assaults on law enforcement and providing examples of criminal arrests made by immigration agents in Ramirez's Illinois district.

Ramirez's bill would replace DHS with a "Department of Community Safety" whilst preserving certain agencies including the Transportation Security Administration, Federal Emergency Management Agency, Cybersecurity and Infrastructure Security Agency, Coast Guard, and customs functions. It would also establish a separate civil immigration system. The DHS has stated that abolishing the department will not occur and argued that critical rhetoric about ICE contributes to increased violence against law enforcement. In response, Ramirez defended her position, characterising DHS as requiring fundamental reform and accountability.
