Ukraine knocks out 15 Russian oil refineries, causing $23.2 billion in damage: officials
Ukraine says its strikes have put 15 of Russia’s 38 major oil refineries out of operation, causing more than $23.2 billion in economic damage. The campaign matters because oil revenue helps fund Russia’s invasion, while the disruption is also contributing to fuel shortages and higher costs for people in some Russian regions.
Ukraine’s Military Intelligence agency says 12 other refineries are operating at reduced capacity and that Russian oil processing volumes have fallen 55.4% since the start of the year. It estimates the damage has wiped out nearly all of Moscow’s oil sector income from 2025; five facilities hit by September, including the Ryazan refinery, represented 33% of Russia’s total volumes. President Volodymyr Zelensky says Ukraine could stop striking refineries if Russia halts attacks on Ukrainian energy infrastructure, which he says have damaged every power plant.
